DVD distributors accessibility framework

The Australian Home Entertainment Distributors Association (AHEDA) has a DVD accessibility framework document, affirming its commitment to making available access features such as captioning and audio description. 

AHEDA will also respond on behalf of members to complain about accessibility of specific DVD titles where access features were available overseas and not in Australia.

Captions on digital TV

Captions are available on all TV programs shown between 6.00am-midnight, and all news and current affairs programs, on the primary channels of all free-to-air networks (ABC1, SBS1, Seven, Nine and Ten and regional channels).

How to find and view captioned videos on iTunes

Apple iTunes is a computer program that is used to download and play music, podcasts TV shows and movies. iTunes also allows you to organise and copy audio and video files to portable Apple products such as iPhone, iPod and iPad. You can download iTunes for free from the Apple website for either a Windows or Mac computer.

Audio description on DVD

Audio described DVDs can be found at any local rental store or DVD retailer. If a distributor releases audio description on a title, every single copy of that title should have the access feature.

Captions on DVD

DVDs with closed captions are widely available from retailers, rental outlets and kiosks. Generally, if the distributor has decided to caption a title, each copy of the title will have captions available.

The level of captioning on new release DVD rentals has been stable around the 55 per cent mark since 2006. While some distributors have increased their levels of captioning on DVDs, other smaller DVD distributors have come into the market and are releasing titles with no added features beyond the feature itself.

What you can expect on free-to-air television

When digital broadcasting commenced in Australia in 2001, the Broadcasting Services Act 1999 stipulated that all channels which were broadcast digitally had to caption all their news and current affairs programming, and all programming from 6.00pm to 10.30pm (prime time). Subsequent to this, a series of agreements made between the Australian Human Rights Commission and Free TV Australia saw the major broadcasters providing a significant levels of captioning between 6.00am and midnight, rising to 90% in 2012.
