On 20 September, the Australian Human Rights Commission (AHRC) rejected an application by the Australian Subscription Television and Radio Association (ASTRA) for an exemption under the Disability Discrimination Act 1992, with regard to the provision of captioning on subscription television. ASTRA has now appealed this decision.

ASTRA sought a 5-year exemption after making a number of commitments, including raising captioning levels on 65 of the 91 channels offered by its members, principally FOXTEL and AUSTAR. The AHRC rejected the application for several reasons, including the proposed increases being too low.
