Following a long-running campaign by the Royal National Institute of Blind People (RNIB), the UK government has announced its support for a 20% target for audio description (AD) on television.

The announcement follows a review into access services conducted by the UK communications regulator Ofcom in 2009. Ofcom canvassed three options for the future of AD: leaving the target at its current 10%, increasing it to 20% over all channels, or increasing it to 20% on the 10 public service broadcasting channels.

New US bill aims to increase access

The United States has taken a step closer to ensuring modern communication devices are accessible to those with disabilities.

The Equal Access to the 21st Century Communications Act has been approved by the Senate Commerce Committee and is intended to be put to the full Senate during this legislative session.

The bill will increase the availability of mobile devices that are compatible with assistive technology, as well as imposing closed captioning rules on online video.

Channel 4 in the UK announces 100% captioning

In the wake of its announcement that it will be increasing audio description (AD) to 20% of programming on all of its channels, Channel 4 has announced that it will also increase captioning to 100% by January 2011.

The decisions to increase captioning and AD follow a recent review of Channel 4 services, with the channels involved including Channel 4 itself, More 4, E4 and Film 4.The current levels of captioning mandated on these channels by the UK communications regulator Ofcom  are 90%, 35%, 60% and 35% respectively. The captions will also be available on Channel 4’s 4oD service and other online content.

Mildura becomes the first region to switch off analog TV

Mildura/Sunraysia in Victoria today became the first region in Australia to go digital-only, when the analog service was switched off at 9am.

Initial reports suggest that switch-off has gone fairly smoothly, although some two hundred people on remote farms are reported to be currently without a digital signal. This should be rectified in two weeks, when a satellite service will be available to them.
